Chief Frank Balkcom Sr.
Chief Balkcom, retired from the Glendale Police Department after 33 years of service. Chief Balkcom served in many assignments within the Police Department including SWAT, Narcotics, General Investigations, Sector and Operations and was assigned to the Regional Police Academy as a Basic Training Sergeant.
Chief Balkcom also served at the Arizona Counter Terrorism Center. Chief Balkcom recently served as the Super Bowl 49, Regional Work Group Chairperson for the Investigations / Evidence Team.
Chief Balkcom is a graduate of the Southern Police Institute, Police Executive Leadership Graduate Program at the University of Louisville. Chief Balkcom is also a graduate of the International Association Chiefs of Police Leadership in Police Organizations (LPO). Chief Balkcom has a Bachelors Degree in Public Safety Administration from Grand Canyon University and a Masters Degree in Educational Leadership from NAU.
Chief Balkcom served four years active duty in the United States Marine Corps and twenty six years in the Marine Corps Reserves. Chief Balkcom retired in 2004 as a Master Sergeant.
Chief Balkcom is a member of many organizations including the American Legion, Veterans of Foreign Wars, International Association of Chiefs of Police, Arizona Association of Chiefs of Police and the Fraternal Order of Police. Chief Balkcom is also a member of the Southern Police Institute Alumni.
